A supporting document for the Hargreaves Review of IP - Digital Opportunities - co-authored with Tony Clayton circulated prior to the review's publication, and delivered with the final review on 18 May 2011

The Review of the IP framework announced by the Government includes consideration of how the IP system and private competition interact. This is an area in which very little empirical research has been done, and the available literature tends to apply static analysis. This paper is a call for evidence, summarsiing what we know and what evidence we are seeking.
